2019 Honda 9.9 - Starting issue. I have a new to me Honda 9.9 with low hours that takes 2-3 minutes of cranking to start when it’s cold. Once it’s warmed up it starts just fine. It has front controls with no obvious ways to choke it. I’m assuming it needs the choke to start like all other outboards.You will likely find it will start first pull, or with first pull at half-choke. Hondas would appear to have a wide range of lean/rich mix options, but I'm just guessing. This has worked for me, and I own the 2 HP, an old BF100 9.9 from the '80s, and a new Honda 2000 genset.
