I'm really just excited to play Victoria on Small Continents. My problem with canals is that they only cover 1 tile, they should cover from 1 to 3 tiles. Covering three tiles is exactly what the panama canal can do. Plus, if a city is one tile off of a body of water a three tile waterway can be made from coast to city to another coast or lake.
