Thematically the Wizard is the caster’s caster, and the Witch is the familiar master who borrows weird shit from their patron. I think both fantasies are well fulfilled. In terms of power, I think they’re even. And there has to be a source for a Witch’s guest focus point. Phase Familiar costing a focus point in a power-starved class that had limited refocusing was bad and made Phase Familiar a horrible option. It’s the most logical way to make the Witch’s familiar functional combat-wise without making familiars too strong for every other class.
