Because last time I played my V with Optic Camo, (which was several days ago, pre 2.02), pretty much all of the skill progression perks were broken. The base stat increases worked, like +30 carry capacity, +50 Max HP, etc. But the things like (regenerate Camo when you neutralize, or the one in question in this topic, did NOT work, at all.
